Treasurer/Collector - Town of Framingham
POSITION:               TREASURER COLLECTOR
                        
DEPARTMENT:             TREASURER/COLLECTOR

SALARY:         M-9   $72,683

HOURS:          Tuesday - Friday 8:30 - 5:00
                                   Mondays  8:30 to 7 on (rotating shift)
                                            
Job Purpose:
Responsible for the administration of all municipal funds with regard to the applicable state statutes.

Organizational Scope:
Reports to the Chief Financial Officer.

Major Responsibilities:
Responsible for the administration of all municipal funds, including but not limited to: taking custody of all municipal funds, funding of all payroll and accounts payable accounts, reconciling all bank accounts, analysis of cash flow, issuance and payment of debt, initiation of legal procedures when taxes and receivables are overdue, and insuring compliance with applicable laws. Overseeing prudent investments of all town funds and trusts. Responsible for the collection of all town taxes (personal, property, excise and real estate), utility bills (water and sewer), departmental receipts, holding performance bonds, related reporting and issuing refunds. Supervises a staff of nine.  Performs other related duties as assigned or requested.

Job Qualifications:
At least seven (7) years of previous job-related experience with a Bachelor's degree in finance, business administration or related field. Massachusetts's municipal experience strongly preferred. Massachusetts Collector and Treasurer Association designations of CMMT and/ or CMMC are desirable. A Master's degree or comparable knowledge and experience are preferable. A knowledge of applicable laws relating to municipal finance and taxation with a minimum of three (3) years in a supervisory capacity is necessary. Must be able to qualify for fidelity bonds and possess a strong customer service ethic.
