Dear Member:

        The Annual Fall Conference of the Association will be held on Wednesday, October 24th at
the Log Cabin Banquet and Meeting House, 500 Easthampton Road, in Holyoke. A full continental
breakfast will be provided during registration, compliments of the Hampden Bank. Your full
meeting registration fee includes a served luncheon. Directions to the Log Cabin are on the
registration page. If you wish to drive out the night before, call the office for a list of available
hotels and motels in the area.

        This meeting will start with a presentation by MCTA First Vice President Joanne Savignac
and Millard Rose of Vadar Systems/Virtual Town Hall of the soon-to-be-introduced new MCTA web
site and home page.

        Following the coffee break will be two concurrent sessions of timely topics. In the
Easthampton Room, MCTA Education Committee member Dot Jenkins and DOR’s Chief of the
Municipal Finance Law Bureau Kathleen Colleary will discuss recent changes in the Community
Preservation Act and describe how CPA funds are being used in several cities and towns.

        In the Grand Mount Tom Room, MCTA President Nancy Holt will moderate a panel for
municipal employers, with Attorney Kathryn Murphy discussing the Fair Labor Standards Act and
Attorney Katherine Hesse discussing the Health Insurance Portability and Accountability Act.

        Following an intermission, in the Easthampton Room Registry of Motor Vehicles General
Counsel Marjorie Weinberger will discuss the Driver Privacy Protection Act and explain its impact
on disclosure of information contained in Motor Vehicle Excise tax files. A panel of local
Treasurers and Outside Deputy Collectors will review the impact the law has had on their
interaction with persons requesting information.

        In the Grand Mount Tom Room, a representative of the Commonwealth Connector will
explain the new Health Information Reporting and Disclosure (HIRD) Forms, a representative of
MA DOR will review DOR’s employer reporting form, and Ed Malmborg and Christine Olin of MA
DUA will review DUA’s new on-line employer reporting form.

        The Luncheon will start with a Fresh Fruit Salad with Raspberry Cream Dressing and
Assorted Home Baked Breads with Gourmet Spreads. Your Entrée will be a split plate of Sun-
Dried Tomato Basil Chicken and Poached Salmon with Cucumber Dill Sauce, with the Chef’s
choice of a Fresh Vegetable and Potato. The Luncheon will be topped off with the Log Cabin’s
Oreo Cookie Ice Cream Roll with Fudge Sauce.

        We look forward to seeing you at an enjoyable and educational Fall Conference.
